Beirut hosts Iraqi banking forum Tuesday and Wednesday, September 15-16-2015
For the past three years, the Iraqi Central Bank has been keen in preparing the infrastructure of the Iraqi banking system to enable it to provide advanced banking services. These efforts coincided with the adoption of the banking services system and of the Law of Electronic Signature in mid 2014, by the Iraqi Council of Ministers.
These efforts and procedures succeeded in attracting several international and regional banks to the Iraqi market. This was motivated by the market's big potentials in terms of size, which exceeds 35 million consumers, in addition to a lack in the banking services which the local banks have failed to provide in the recent periods. Furthermore, the control exercised by government-owned banks on more than 90% of the banking activity, in a country where the rate of banking density (altamasrof) compared to the rates prevailing in the region (one bank for each 32,000 people) is on the decrease, acted as an opportunity for foreign banks to succeed in acquiring a considerable market share in their race with local banks.
Last year, Iraq witnessed dramatic security developments which had a huge impact on its economic activity in general and on its banking activity in specific which was reflected in more than 20% drop in banking earnings. This situation led the responsible parties of this sector to seek new solutions for banking proliferation and for innovative banking services. Experts agree that the outlook for growth are clear if the banks increase their banking services and make room for electronic banking and mobile-payment.
This Background Against, The Iraqi Central Bank And Al Iktissad Wal Aamal Group, In Cooperation With The Lebanese Central Bank, Are Organizing The Iraqi Banking Forum On The 15th And 16th Of September 2015 In Phoenicia Hotel In Beirut- Lebanon.
The Forum will address in its first day, the economic and financial status in Iraq in addition to the challenges faced by the Iraqi banks in light of the current security and political situation. It will also present the experiences of the Lebanese and regional banks in the Iraqi market. The second day will tackle the topics of electronic banking and mobile-payment, the legal and regulatory environment for e-banking operations, the prospects for their development under the current security situation, the role of technology and mobile services companies in the provision of innovative banking services in addition to the mechanism for strengthening the capacity and sources of local digital security.
The Forum will be held with the participation of the Governor of the Iraqi Central Bank and a group of Iraqi, Lebanese and Arab bankers in addition to heads of Heads of banking and financial institutions, experts, economists and representatives of specialized media outlets.

The Proceedings Of The Iraqi Banking Forum
- The forum sheds light on the Economic and Banking Situation in Iraq and allows for sharing the experience of Lebanese banks operating in Iraq
- It explores the horizons of e-banking in Iraq
- It includes workshops attended by international companies
The forum organized by the Iraqi Central Bank and the Al-Iktissad Wal Aamal Group in collaboration with Banque du Liban, is of an utmost importance for Lebanon, be it for the banking sector, particularly for banks working in Iraq or for businessmen and investors extensively dealing with the Iraqi market in all sectors.
The forum is all the more important as it will be discussing different topics during its working sessions, thus covering the latest developments in the Iraqi macro economy, the banking developments and the Iraqi Central Bank's plans to upgrade the financial situation.
It shall be of a great importance for the Lebanese banks given the following two facts:
- First: A Session Dedicated For The Experience Of The Lebanese Banks Working In Iraq, With Discussions Around The Perspectives Of Those Banks, The Challenges They Might Face, And The Available Opportunities In Light Of The Iraqi Government's Trends Reflected In The Adoption Of The Banking services' system.
- Second: Closed Bilateral Meetings Between The Governor Of The Iraqi Central Bank And CEOs Of The Lebanese Banks Operating In Iraq.
E-banking: Moreover, the Iraqi Banking Forum had on its second day (September 16) three sessions on electronic banking and mobile payment, notably after the Iraqi government had adopted the banking services' system and the electronic signature law.
That day paves the way for wide opportunities of a Lebano-Iraqi cooperation in the field of electronic banking, given the Iraqi Banks' willingness to embark on that journey, and the experience that the Lebanese banks had managed to gain over the past years. Add to that the opportunities that can be seized by different IT companies active in the field of software and solutions, and especially the technology and cell phone services' companies that play a major role in delivering innovative services, and the enhanced digital security's sources and capabilities .
Workshops: As a continuation of day two's discussions, the forum will move to the Staybridge hotel in Verdun street, where workshops specialized in the field of IT security and banks' infrastructure will be held for 2 days and attended by participants from private Iraqi banks and the Iraqi Central Bank. These workshops will provide an insight on additional experiences and latest developments related to e-banking.
