The Cabinet held its regular session on Tuesday 10 July 2018 under the chairmanship of the Prime Minister Dr. Haider Abadi.
The meeting witnessed a broad discussion of the problems of the people of Basra and the issue of water and the water project of Basra. Several urgent decisions were taken:
a. Forming a government delegation headed by the Minister of Oil and the membership of the ministers of construction, housing, municipalities, public works, electricity, water resources, transport, the council of advisers in the prime minister and the general secretariat of the Council of Ministers. To Basra urgently and address the problems faced by the province.
B) Increase the water tank wheels to distribute the water to the citizens.
C- Linking the Basrah water project in Al-Haritha with the existing pipelines and studying the possibility of pumping water during the pilot operation and provided by the project consultant.

The Council of Ministers voted to issue instructions for the amount of fees collected by the embassies and consulates of the Republic of Iraq and the Directorate of Residence and Residence Centers at the border crossing points based on the provisions of Article 36 / item 1 of the Foreigners Act No. 76 of 2017 and Article 80 / Article III of the Constitution.
The Cabinet voted No. 208 of 2017 on the establishment of a factory to produce edible oil in partnership with the private sector.
The Council of Ministers decided to pay (40%) of the second inventory receivables amounting to (228) billion dinars, similar to the receivables paid to the contractors within the first inventory.
The Council decided to pay the remaining amounts of the arrears of 30% of the first inventory of the important projects approved by the Council of Ministers No. 89 of 2017 and in particular the Ministry of Construction and Housing and within the activities of water, sewage and clothing amounting to (24) billion, and the possibility of benefiting from The abundance in the amounts allocated in the budget of 2018 as receivables for their transfer to service ministries to support their projects, which are classified as priorities of the government program with the submission of a list of the Council of Ministers of a committee formed for this purpose headed by a representative of the Ministry of Planning and a representative of the Ministry of Finance and sectoral ministries The relevant provinces.
The Cabinet decided to form a committee of the Ministry of Planning, Reconstruction and Housing, which will put in place mechanisms to solve the problem of damage and infrastructure that has been achieved in a number of projects due to the suspension of long periods and economic feasibility for its continuation and the Ministry of Finance to expedite the launch of allocations allocated to those projects in the budget of 2018
Further to Cabinet Decision No. 250 of 2018, the Council of Ministers decided to use the financial allocations in the public budget fixed to the reconstruction fund (150) billion dinars and transfers to the governorates of the Ministry of Immigration (420) billion dinars for the purposes of return of displaced persons and restore stability and the amounts installed as safe from 2016 84) dinars, as well as the allocations of the provinces within the programs of the development of regions and in coordination with the Organization for Development Cooperation UNDP for the restoration of stability and infrastructure to ensure the return of displaced and restore the stability of the liberated areas.
With regard to the provision of all facilities to generate electricity and provide citizens with the Council of Ministers decided to authorize the Minister of Oil authority to exempt from the instructions to implement government contracts No. 2 of 2014 and the implementation of the general budget for the fiscal year 2018 in the purchase and supply of fuel oil to the Ministry of Electricity.
