At the beginning of the meeting, President Halabousi announced the receipt of a letter from the Prime Minister, which included his commitment to what was presented in the government program, pointing out that the Prime Minister gave the names according to the best estimate of compatibility and efficiency, noting that in the event of rejection of the Council some or all names, Provide other names after 3 days as a maximum.
The Council completed the vote on the cabinet reshuffle, giving confidence to Mr. Najah Hassan Ali Al Shammari, Minister of Defense, Mr. Yasin Taha Hassan Al Yasiri as Minister of Interior and Mr. Farouk Amin Osman Mohamed Shwani as Minister of Justice.
The Council also approved the request of the Prime Minister to exempt Ms. Shaima Khalil Al-Hayali, who previously won the confidence of the Council for the post of Minister of Education, and later applied for exemption from this task.
The council voted not to grant confidence to Ms. Safana Hussain Ali al-Hamdani as minister of education after she received 109 votes out of 233 votes.
After that, Mr. Najah al-Shammari, Yasin al-Yasiri and Farouk Shwani were sworn in as ministers of defense, interior and justice.
Mr. Mohamed Mahmoud Zaher was sworn in as a substitute for former MP Mansour al-Muraid, who took over the post of governor of Nineveh province after the council approved the addition of the paragraph on the agenda.
The Council completed the first reading of the draft law on freedom of expression, assembly and peaceful demonstration submitted by human rights, security, defense, legal, culture, media, tourism and archeology committees with the aim of drawing up a mechanism to guarantee freedom of expression by all means, freedom of assembly, peaceful demonstration and the right to know, Or public morals and to identify those responsible for organizing and punishing violators.
During the session, which was chaired by Deputy Speaker of the House of Representatives Dr. Bashir Al Haddad, the Council concluded the first reading of the proposal of the National Olympic Committee of Iraq, submitted by the Youth, Sports and Legal Committees based on the changes that took place in the work of the Committee after 2003. From the active role in the social and cultural life and in order to prepare the athletes and develop their physical and mental abilities and their international and regional competition and to consolidate the Olympic principles and spread them among the athletes and to ensure that our country takes its rightful place within the first sports movement In order to re-establish a new Olympic Committee to oversee the sport of high achievement.

The Council proceeded to discuss the draft law of the Federal Supreme Court, submitted by the Legal Committee.
The interventions of the ladies and gentlemen did not support the combination of the presidency of the court to the federal and the Supreme Judicial Council and reduce the number of religious scholars in the court to 3 jurists with the importance of determining the body that nominates the judges of the Federal Court and the need to remove the court figures from quotas to reduce the impact on the separation of disputes and reduce the service Judges and experts in the court for less than 12 years and change the nomination.
The interventions focused on the importance of adopting a simple majority in voting within the court and maintaining the independence of the authorities, as well as holding meetings by agreement and majority, and stipulating that special rulings and decisions should be approved by three quarters of Islamic jurisprudents in the court to ensure that the rules of Islam are not opposed.
Dr. Bashir Haddad, Vice-President of the Council, continued to discuss the draft law in future sessions of great importance.
The Council discussed the issue of employees of the protection of oil installations and their equality with their counterparts in the Ministries of Defense and Interior and the subject of working to turn free lecturers into contracts and pay their financial dues and cancel the contract of the Basrah Gas Company with Al-Sabah Company as well as the restitution of their contracts from the employees of the Ministries of Interior and Defense and attention to health reality, The decisions of appointing the first graduate students and holders of higher degrees in addition to the emphasis on the implementation of the law banning games that incite violence and amend the Customs Law and alleviate the suffering of graduates of students of non-Iraqi medical colleges through the brain The Ministry of Higher Education recommended that it ease its testing procedures for students.
The Council also discussed the provision of employment opportunities to citizens through reducing foreign labor and stopping the excesses of the Shiite Waqf on the property of the Sunni Waqf and instructing the Ministry of Electricity to exempt a Japanese company from the terms of contracts to complete its tasks in the development of power plant in Samawah in Samawah province and expedite the termination of the agency work for special grades and maintain the prestige of the Council Deputies through the deputies continue with the ministries.
