Abadi’s second reform package details revealed

Shafaq News / Iraqi Prime Minister Haider al-Abadi, who has campaigned sweeping reforms intends to continue this process in the government cabin with the help of experts.  Abadi’s Spokesman , Sabri Saad al- Hadithi said the next step is launching a second package of reforms in the Cabinet meeting next Thursday . Where he wants to reduce the number of ministries or merge them so the final becomes 15 ministries. Hadithi revealed the plan which is to merge the ministries of the environment with health, agriculture with water resources, electricity with oil, human rights with the UN High Commissioner for Human Rights, housing and reconstruction with the municipalities, and the integration of Sunni and Shiite endowments and other religions to become the Ministry of Awqaf (Endowment ), stressing that Abadi will discharge a number of cabinet ministers accused of corruption.

The Iraqi Parliament has voted on the first package put forward by al-Abadi, which included:

1.Comprehensive and immediate reduction in the numbers of bodyguards for all state officials including the three presidencies, ministers, MPs , special grades , general managers , governors and members of the provincial councils and those on their grades, and convert the surplus to defense and interior ministries according to subordination of their training and qualification to do their national duties in defense of the homeland and the protection of citizens.

2. Cancel the special provisions for each presidencies, bodies and institutions of the state and retirees according to instructions issued by Prime Minister to take into account the justice and professional competence.

3. Remove all senior positions of independent bodies, agents , Ministries , advisers , general managers from partisan and sectarian quotas, as a professional committee appointed by the Prime Minister would choose candidates in the light of standards of competence and integrity to take advantage of national and international experience in this field and to exempt those who do not have the required conditions.

4. Reduce ministries and agencies to increase efficiency in government work and reduce costs.

5. Cancel the posts of Vice President and the Vice Prime Minister immediately.

The statement noted requesting the Council of Ministers to approve the decisions above and call the parliament to ratify it to enable the Prime Minister to make reforms called for by the supreme religious Marjiyaa and demanded by the citizens in fighting corruption and achieve social justice
