The governor of Erbil, Nawzad Hadi, said that Turkish companies will continue to be the "lion's share" in the region's projects. Turkey is a "strong neighbor with great capabilities" and we seek to expand economic relations with it through the establishment of a third border crossing.
Hadi said in an interview that "Turkish companies have been the lion's share in the implementation of projects in the region, and now also the largest part of the projects implemented by these companies."
He added that "this {command} corresponds to the program of the territorial government as Turkey is a strong neighbor with great capabilities, so will have in the future also the lion's share in the implementation of projects in the region, especially development projects and reconstruction."
He stressed that "the development of the infrastructure in the region, and Erbil as a model, thanks largely to Turkey, as a strong trade with potential, most of the mega projects carried out by Turkish companies, including: the airport, power plants, refineries, water projects, roads and construction.
He pointed out that "the city of Erbil is often the headquarters of Turkish companies to move to other provinces in Iraq, for the city provides facilities for these companies."
Turkey is associated with Iraq at two border crossings in the governorate of Dohuk: Ibrahim al-Khalil (Fishkhabur from the Turkish side) and Sarzira (Uzumlo from the Turkish side).
These two crossings account for a gradual increase in the volume of trade between the two countries to $ 16.7 billion in 2013, almost half of it with the region.
The value of this exchange over the next four years fell to about $ 10 billion;
Hadi said that "the region and Turkey are working on the inauguration of the crossing Zeta border (Daragik from the Turkish side), to promote economic relations, trade and tourism."
He explained that "the head of the government of the region, Nechirvan Barzani, signed the project, four years ago in Ankara, but the emergence of a supporter and the financial crisis, which hit the region, prevented completion.
This crossing will be the first between Turkey and Erbil.
Hadi explained that the crossing would "shorten the road between Erbil and eastern Turkey and serve trade with Central Asia and Azerbaijan rather than through Iran."
The governor of Erbil said that "the economic crisis has left many negative effects on the region, but thanks to the resistance of our people and the Peshmerga and the support of the international community, the region has stood up in a confrontational and bear the burden of budget cuts by Baghdad."
Abizaid: "Through our strong participation in the parliamentary elections in Iraq last May we were able to strengthen our presence in Baghdad, and then the success of the parliamentary elections in the region last September"
Hadi added that "the conflicts that faced the region in recent years are moving towards a solution, so the region has all the preparations to enter a new phase, all indicators of the improvement of the economic situation."
He stressed that "the economic situation in the region {moving} for the better with improved relations with Baghdad on the one hand and the high price of oil on the other, now is the beginning of the resumption of projects stalled and start new projects."
"The region during its experience from 2004 to 2014 proved its ability to implement and develop service projects and strengthen trade, and thus develop Erbil quickly."
He explained that the number of projects in the province of Erbil from January 2004 to August 2018 amounted to 14 thousand and 376 projects, at a cost of 11 trillion and 26 billion 336 million and 937 thousand 950 dinars (about 9.1 billion US dollars).
The governor of Erbil does not deny the existence of corruption in the Kurdistan region like the rest of Iraq, but he felt that the situation of the region is better compared to the rest of the country, and said that "fighting corruption is not easy in all parts of the world, and the region is not excluded from them."
He continued: "But if we compare (territory) with Iraq, we find a great difference."
"Despite the imports of Iraq, which exceeded one trillion dollars in the past years after 2003, but the economic situation, unemployment, poverty and the status of cities and poor services is very different from the region."
He added that "corruption was present in the region, especially in the oil sector, and was controlled by a large proportion, especially after the export of oil region through the pipeline passing through Turkey," he said.
Hadi concluded that "the other part of corruption is in the payroll system, and has not been fully addressed so far; the result of differences that existed in the Parliament of the Territory, and prevented the passage of a law limiting it, and hope to address this issue with the formation of the new government."
